“Best Attack” depends on your attribute needs and team. This list ranks on-field carries by three things: peak damage in a properly built team, how much setup the agent needs before they feel good, and how punishing they are to pilot. If two are close in damage, the easier one ranks higher.
Ellen Joe
The strongest early Ice DPS. Her sprint-dash kit has a high ceiling once the dash-counter timing clicks, and she is S-tier in Shiyu Defense Ice floors.
